He then goes and calls that "someone else" and they don't have a single thing on it, so he assumes that that means they are doing something, when really it just means they don't have any information on it that is relevant to his request. But, they say "its exempt," in order to maintain deniability.

I mean, jerry rigging every laptop made in such a way? "Paranoia"? I don't think so.
They didn't say "track AT LONG RANGE". They just said that RFID could be used to track cars, which is true. The government can install the readers along the highway on signs, etc. to track vehicles.
RFID tags are already used to track a variety of items. They are being put into products and inventory by businesses.
This article says RFID is already being used to track people, and the U.S. government plans to use RFID tags in passports and drivers’ licenses.

^It would be scary, if it were true, but it's clearly not true in this case.
Plus, such a device would be easy to bypass, and I can't see the gov. ever requiring loggers to be in HW, mandatory.

Software can be TEMPORARILY limited by specific hardwares, but when that hardware is gone, the software will still work, and will run exponentially faster.
