So why aren't the existing assault laws insufficient to protect the police?

"harass or annoy" means if you film me, I will be annoyed and take you to jail.

From reading that quote it sounds like there has to be physical contact, how is that different than "assaulting an officer" which pretty much every jurisdiction has a law for that

assault usually involves apprehension of a battery or fear.

assault on a police officer or similar person usually involves physical harm or intent to harm.
