If only there was someone in charge of determining whether someone was a "reliable kicker" or not.
Perhaps in that same role this person would be in charge of acquiring or "recruit" sufficient talent to fill said "reliable kicker" positions. Or conversely acknowledging that a kicker is not up to par and adjusting his play calling around it.
