The picture is taken in Latvia in May 2005, where roughly 50% of the population is Russian speaking. Phonetically, "peace duke" = "peezduke" = motherfucker. The dork is happy thinking he's being praised. Priceless.

The thing that makes me wonder is how perfectly lined up it is along the bottom of the picture.
It just doesnt seem quite right me. I might be wrong.

I'll admit pwnt obviously. HEre's why I hought it might be legit. It is true that such posters and t shirts were manufactured, and it is true that people were let to the airport to meet Bush with these posters.
