Does fiscally conservative mean in favor of more big business incentives, more government spending with less public services and less taxes?

I'm really not even sure anymore. For the most part, obviously, conservative, but by now there are enough individual areas in which I'm pathologically socialistic that I don't think conservatives will claim me.
My Public Policy professor last semester was pretty rabidly liberal, but he was nice enough about it, I guess. But when I handed in my final paper on the prospects for a Single-Payer Health Plan, he put a note at the end saying that he very nearly decided to dock my grade because "it seems like you're just telling me what I want to hear." Moderate Libertarian, that is accepting that any success in getting a libertarian actually elected requires moderation of the more extreme parts of the party platform.
