Typically terrorist organizations donate money to one another or do business with one another regularly. Also, terrorist-funding organizations often fund more than one specific group.

Of course, Al Quieda still had absolutely nothing to do with Saddam, but it is entirely possible that Al Quieda may be involved in such things as arms deals with group(s) we are fighting now. Regardless, the US has also been involved in arms deals with terrorists many times in the past, so it's not like our government has any room to talk.
