When you learn to man up and not care what people think about you. If you ask a girl [or I guess in evan's case, a guy] out and she rejects you, odds are you'll never see her again. If you do see her again, big deal, it will only be awkward if you make it awkward. If she says yes, then awesome. I've asked out tons of girls that were out of my league, most of them said no but at least I gave it a shot and every now and then they would say yes.
