i would recommend:
buku
coquette
jose and sons
provenance
taverna agora
vivace

consider:
bare bones is okay but the portions and presentation aren't great for the price
driftwood is good if you are in that part of raleigh
nofo is a place you should try at some point because its a raleigh staple
oro has some good dishes, trendy modern atmosphere, but some of their plating and dishes are trying too hard

and i like pho pho pho but i'm not a pho expert and some of my friends who eat pho a lot were less impressed

Yes, Taverna Agoroa.

I've been to Pho Pho Pho a few times. It was alright, but I much prefer Pho Far East.

18 Seaboard - recommend for sure
42 Street Oyster Bar - oysters and apps only
buku - awesome brunch
Caffe Luna - one of the most underrated places in Raleigh. highly recommend.
Cameron Bar & Grill - it's ok.
Capri - it's ok.
Coquette Brasserie - recommend. good brunch too.
Driftwood Southern Kitchen - meh
Edwards Mill Bar & Grill - meh
Fleming’s Prime Steakhouse & Wine Bar Raleigh - it's a steak house.
H-Street Kitchen - really worth trying. I've liked everything I've had here and go often.
Irregardless Cafe - Raleigh classic but don't expect to be blown away. live music.
Jose and Sons - used to love it but they've really fallen off. Centro is way better.
La Rancherita Mexican Restaurant - pretty good typical Mexican with a twist
Lafayette Village Grill - nothing to write home about
Leesville Tap Room - bar food.
Level Up Kitchen + Barcadium - actually has some really good stuff. recommend.
Linus and Peppers - I think they service Level Up
Margaux’s Restaurant - North Raleigh classic. recommend.
McCormick & Schmick’s Seafood - good upscale-ish chain seafood.
Mia Francesca Trattoria - prettty good Italian
Midtown Grille - I wasn't blown away but it was decent.
Mura at North Hills - overpriced but good.
Nofo - Raleigh landmark. Great brunch. This is always worth a trip.
Parkside - I eat here a lot since it's in my neighborhood. It's pretty good but not stellar
Pho Pho Pho Noodle Kitchen + Bar - I like this place a lot. They have some unique takes on Viet food. Definitely recommend.
Ruth’s Chris Steakhouse North Raleigh - this is like the Golden Corral of steak houses. do not recommend.
Shaba Shabu - recommend.
Sitti - people rave about this place but you're better off going to Neomonde
Sullivan’s Steakhouse Raleigh - best steakhouse on this list.
Sushi Blues - do not recommend. there is much better sushi to be had in Raleigh
Taverna Agora - highly recommend. great new restaurant with heated/domed roof seating.
The Big Easy - do not recommend. you're getting crappy creole food from a high volume bar
The Melting Pot Raleigh - might as well get in on this while it's cheap.
Tupelo Honey Cafe - definitely recommend. great brunch.
Tuscan Blu - it was ok but I wasn't blown away by it.
Vivace - I don't get why people like this place. maybe the ambiance but the food is shit.

While I love neomonde, I disagree with this. They're run by the same family, but pretty different menus. Sitti is more "entreeish", neomonde is more of a light lunch kinda place.

The location is new, but they were up on Glenwood for years and years, and was always great and cool ambience. This place has easily been one of my favorites since I discovered it a decade+ ago.

^for Sitti I just meant price-wise. the ambiance and food is good, no doubt

and Taverna has been great for years. I loved the Glenwood location too but when they moved into this new space it just took it to a different level.
