I had a virus - removed it in safe mode and emptied out my system restore. Now I'm up and clean, but all of my windows/bars/etc are set to Classic Windows and the XP option is no longer present. it's not a theme, it's under appearances (but those are some cool themes there)
in the red, you can see it looks old and crappy and there is only the Windows Classic option under buttons

the things under the Appearance tab are a byproduct of the theme you have chosen. you need to click on the Themes tab and choose "Windows XP" as your theme. If "Windows XP" is not an available option, go to Control Panel > Administrative Tools and double click on Services.
scroll down to the "Themes" entry. its status should be "Started" and its startup type should be "Automatic". once you do this, you'll be able to choose the Theme you want.
