With the lottery out of the way, I think the good men and women of our General Assembly should demonstrate their true commitment to education by bringing voluntary public financing to the next level.
My proposal: Hookers for High Schools
Imagine the public benefits of taking college-aged women not currently enrolled in an institution of higher learning, and giving them the privilege to be the State's first licensed street walkers. The State could take 100% of the licensing fees and devote them to "public education," and shave another 20% of all transactions off the top for any pork barrel project of their choosing.
State-licensed prostitutes could also keep their earnings 100% tax-free for every dollar the put into a personal trust account dedicated to paying their own tuition at one of our State's fine public universities, and would given monthly STD screenings that would surely improve public health.
And the economic impact would also be enormous, with all the single people powering RTP and our State's IT sector having added motivation to work harder doing what they do best.
I'm still working on the details of course, but do the details really matter when it's "for the children"?

WELL, i'm all for legalized prostitution, so long as it's done like it is in nevada and the netherlands. regular checkups, licenses, brothels (no street-walking), etc. Sounds great. Why not give that money to kids?

I'm renaming it Hookers for Higher Education, since the UNC system keeps getting the shaft when it comes to $texas...
Some of the details based on feedback I've gotten:
- anyone 18+ w/o a college degree, male or female, could get a prostitute license for $20/mo...this money would go to fund classes on safe sex, similar to how lottery money would go to fund classes on math and programs on preventing gambling addiction
- the state would also take 20% of the cost of each job as a privilege tax (using hooker-tailored tax forms of course)...based on City of Raleigh "conservative estimates" on prostitution, with 750 "sexual transactions" per hooker per year with an average retail price of $25, that would work out to around $5.6 million in $texas per year if we assume 1,500 hoes statewide. We could devote this to a teaching endowment or something.
- prostitute net income would be income-tax-free if it goes into a higher education trust fund, so with 750 jobs at a net of $20 apiece, each hooker would have all 4 years at NCSU paid in just 1 year.

I'm acting like if we're going to implement stupid taxes b/c it's "for the children" then there really isn't much sense in not going all-out
