I have a panasonic sa-he200, and I have come across some 4-ohm speakers. Is my reciever going to be able to power these without burning the house down?

^Yeah, anything less than 6 Ohms is gonna cause damage.

so if i wanted to hook up the 4-ohm speakers as the front speakers, would i be able to hook up 8-ohm speakers as surrounds and for the center channel?

try it and see how it sounds. as long as your speakers aren't below the minimum recommended impedence... it shouldn't be a problem. just read the manual.

here is what i am confused about: is there a switch i need to hit to switch between 4,6,8 ohm or does the load impedance just mean, if you hook up this kind of speaker, you will be fine

Load Impedance A or B: 4-8 ohms
A and B: 8 ohms
Center: 6-8 ohms
Surround: 6-8 ohms

Check in with your instruction manual, but here's some info that may help.

Load Impedance:

A or B: 4-8 Ohms - If you are going to run either channel A 'OR' channel B (and not both), then you can use a lower impedance speaker than the norm (i.e. 4 Ohm)

A and B: 8 Ohms - If you plan on running speakers on both channels A 'AND' B, then you cannot use a lower impedance speaker than 8 Ohms.

Center: 6-8 Ohms - A center speaker impedance of no lower than 6 Ohms may be used.

Surround: 6-8 Ohms - A surround speaker impedance of no lower than 6 Ohms may be used.
