I think Charlize Theron should atleast be in the running for this one. Her ability to adapt to so many different (and usually difficult) characters is simply brilliant. That's very true. He always plays some cynical, slightly off-balanced fellow in most of his roles. Think about it: Joker (crazy supervillian), As Good as It Gets (crazy, obsessive-compulsive neighor and prick), Cuckoo's Nest (guy pretending to be crazy who ends up so), etc. Love him as an actor, but as it was said, Jack Nicholson plays, well, Jack Nicholson.

Johnny Depp, Ed Norton, Christian Bale, and Gary Oldman are all good choices.
Gary Oldman beats them all by far. Half of the times I knew he was in the movie, but didn't figure out who he was until later. Completely changes his persona. He was also that terrorist in Air Force One.
Jack Nicholson always plays a psychotic dude. That's who he is.
