bodog.com is good, 50 min deposit.
sportsinteraction.com requires only 20, but it's overall a pretty crappy site as far as wagering options. I've definitely gotten my withdrawals from them quickly though.

http://www.athomesportsbook.com the minimum deposit is $20. You can withdraw money 4 times per month for free. After that its a $30 charge. Not bad, b/c why do you really need to take money out more than 4 times a month.
Minimum bet there is $5. I took money out Sun morning after hitting the UNC game big and it was in my account Tuesday afternoon. Very reliable.
As for where can you check lines...pretty much anywhere. News and Observer posts lines. Any gambling site will have them. I'm pretty sure you don't have to be a member at most.
