If you're on campus and on resnet, of course.
If you've never set a restore point, you won't be able to use system restore.
It might be best to get spybot search & destroy and adaware (both spyware removal programs) installed on your machine then start cleaning crud off. Uninstall anything that looks like it's associated with the popups (I.E. if you run something like "System Search 2000" and popups show up when it's running, but it's okay when it's not, just uninstall that software. Right click on the little clock in the lower-right corner of your screen. Select an earlier date. Click "OK"
