he needs a verizon cellphone, the cheaper the better as long as it works and it has the GPS capability, or they won't connect it. anything made in the last couple years i guess will do.

We just got new phones - I have a Kyocera KX 414 that's in good shape. It's got a replacement battery so it won't catch on fire I've also got a car charger for it. It has GPC capability in the sense that emergency services could find it. I'll be back in NC first week of July if interested.
