Okay so I've been working with a few for a while that are piss poor but hey... you get what you pay for... and i didn't pay anything.
FCKEditor is a module based system that customizes itself to whatever code you're using. ASP.Net ASP ColdFusion PHP Java Active-FoxPro Lasso Perl Python
Managing what options people have is simple too. You can use their prebuilt configs or make your own. It's disgustingly simple to do. They have examples and walkthroughs and it's literally the easiest things I've ever installed on my servers.
My favorite feature so far is the second to last item that looks like a computer monitor. It lets you toggle the editor between full screen and whatever size you set it to be.

Heard good things about TextMate, especially for development.

It doesn't come bundled with it, but a ton of developers like to use it. All the Rails screencasts are done with TextMate.

Ah crap. I meant to type wsywyg. Everyone in my office is calling it a test editor since they are Dreamweaver fanatics. My bad.
