there is a reason why allen's was filed first. He was asked for the floor from Durbin and filed it.

Durbin had circulated a letter with his proposed amendment a week prior.

If the second person to turn their's in had prior circulated his for proof reading and such, the first person would get in trouble.

as treetwista correctly pointed out, there is a world of difference in the intent of "shall" and "may"...it's a directive versus a non-directive. in bill language this is very important.

there is evidence of the idea of durbin's amendment.

if another senator beat him to the punch with seperate, more directive language...so be it

that's how the system functions.

And why would they do it anyway?

The only thing i could think of is Allen wants that specific wording in there and that by putting it in Allen saves time in editing Durbin's version later.

This whole country would be better off if the law makers/political parties were more concerned with passing laws to benefit the people they represent and less concerned with getting the credit/kudos.

it's a high probability that this amendment was the literal product of a veteran's affairs group, using durbin or allen or whoever as the vehicle to introduce it. very rarely does a member of congress write a bill on their own so it's not the plagarism you imply nutsmackr

I mean, sure it is kinda a douche move, but it isn't like he's submitting work for academic approval, he's proposing an amendment to a bill. They will vote on this amendment...

Roughly this sort of thing happened to me on an exam in undergrad. Someone copied my answers, turned in theirs first. problem is: i made a careless mistake on one question and they copied it. long story short: the other guy got a zero, even though he turned his in first.

the whole idea of our representative government is that politicians do things to get liked. they don't have to necessarily have good intentions, the voters will take care of that themselves by voting them out if they're not doing what the voters want.

If a law is written, I want to know who wrote it. If you dont, youre insane. But youre a conservative. So its not a far trip. Recognizing authors is massively important. How else would eveyone know to skip over anything YOU write?

I'm MORE concerned with whether a law benefits the populace. And if connotation isn't your thing, let me refer you to "credit/kudos" and how it isn't at all the same as "responsibility"

What you want to know is who was responsible, not who gets kudos.

I'm more interested in who votes for a law than who wrote it, but that's just a crazy conservative opinion.
