oh hell yeah, probably the worst i've ever seen in terms of habitual raging idiocy, short of MAYBE San Francisco. the majority of the time, it's a result of the Durham Committee for the Affairs of Black People, which basically runs the show in Durham. They seldom miss an opportunity to do something completely asinine and counterproductive.

my gf's uncle was on the police force in Durham for over 30 years. He said that when the black population moved in and grew and as the white population moved out (to places like Cary, Garner etc) then politics became more like a schoolyard brawl. He said that some municipal leaders were investigated because they were financed by local gangs, favored some gangs over others and they started promoting ALL blacks over whites in every leadership position. This led to alot of incompetent leaders running around with feather boas and white shoes and no clue how to run a city. (from his words)

But, after two decades, there has been a rising black upperclass in Durham that has started to look down on this behavior and they are starting a movement to bring accountability to most offices. This of course came after alot of lost money. Better late than never.

When I worked at the General Assembly, I often worked with the legislators from Durham and they seemed to be "out of the loop" as far as any real legislation goes. I even overheard the speaker of the house once say "Here comes the puppet show" when the Durham group walked in the senate chambers.
