What crime do you think they're charging this person for?

The best thing that could happen is that people lose office because of this. The signs didn't cause a panic -- the fucking Boston security forces caused the panic. Everyone else walked and drove by them, maybe even smiled.
Why in the fucking hell do they think that spending even more money on this is worth it? I guess you can't expect anything less that profligate spending in Massachusetts.

I'm sure Aqua Teen Hunger Force got a good ratings bump (for them anyway).
The charges from Boston PD will be dropped. There's no way they can enforce a charge of any kind in a criminal court. They might slap his hand, give him a small fine for disrupting the peace or something, and get a "very stern" lecture not to do it again. It's further underscored by the fact that these devices have apparently been in many other cities for several weeks - dozens have been in LA, Seattle, Chigago and NY. I read (on my phone, no link) that the Seattle Chief of Police said they've been aware of them in Seattle for several weeks and have not received "a single 911 call".
Not to be totally cliché, but this is the media's fault. The city wants to know who to blame? Blame the fucking media, who pick up a story like this, then put it on BREAKING NEWS all over the place with no facts or knowledge to back it up. I have no idea how exactly it all started. It could, for example, have started with a single concerned (but not too bright) citizen who called the police or 911. Who know what would have happened - maybe they could send a cop out to check it out and confirm it's nothing serious, who could then spread the word out to the rest of the police force. But instead, the (possible) 911 call, or the alert to the police was probably intercepted by a TV station or soemthing, who decided to go "live on the scene" with bullshit instead of waiting for the police to do their work.

The King County Sheriff's Office confirmed Wednesday that several illuminated "cartoon figures giving the finger" have been turned in, but it is reacting differently from law enforcement authorities in Boston, where the devices caused a bomb scare, shutting down streets, bridges and a section of the Charles River and forcing an evacuation of a hospital. Two men were arrested.
"To us, they're so obviously not suspicious," said King County sheriff's spokesman John Urquhart. "They're not suspicious devices or packages. We don't consider them dangerous."
The Associated Press reported that road workers in Woodinville found the figures, which are an advertising gimmick for a late-night TV show on the Cartoon Network. Urquhart could not confirm where the obscene-gestured characters were found.
"I haven't actually seen them; I don't know how many there are or where they were found," Urquhart said. "I just know they're lighted cartoon figures. This is a joke. I really don't know the promotional point."
