i've got like 3700 fonts that i need to be able to browse through, make decent groups, and enable/disable quickly

Suitcase by Extensis. Far and away the best font manager for windows. Their OSX version is even better.
I use this to manage my fonts. I tried about 20 other programs and ended up just paying for this, it was that much better.
