Also coming up with rules like "illegal defense" and a 24-second shot clock versus a 35-second shot clock does not necessarily mean it's a higher level of play. (Not to mention NBA games are 8 minutes longer.) All that just means that rules are set up in the NBA to force higher scoring.
A better example of higher level of play compared to college basketball as far as scoring is to look at international basketball if you need to make a comparison, as international rules are much closer to college than the NBA, and use all A-class internationals on both sides when two good teams play each other.
