Well, in fairness, the Black Power organizations haven't been systematically using violent terrorism for political ends for the past 150 years, and whenever they have done so, it was less of a "unified nationwide political movement" and more like "a few crazy black people with guns."

Sure, there are a few crackdowns (like the rare show/camera-op crackdowns on employers who hire illegals) and local police forces are left to battle the exploding hispanic gang problem. But there is no real federal effort to eliminate or combat MS-13...just like there is no real federal effort to combat illegal immigration. The reality is that the government is aiding and abbetting illegal immigration into the U.S. The measures taken against MS-13 are few and far between and are only taken to keep up the pretense that the U.S. government actually acts in the interest of the nation, protects the borders, etc.

It is entirely possible, and IMO very likely, that Latino gangs like MS-13 are intending to intimidate people (including racially intimidate non-hispanics) with their particular banners, graffiti, rhetoric, etc...eg, the slogan "Viva La Raza" (which translates as "long live the race"...referring, of course, to those of the meztizo/hispanic race).

Gangs are heavily investigated in America. All gang signs are recorded and observered for any serious changes. Furthermore, gang signs provide information to police about the illicit activities within the area and allows the police to conduct various operations against the gangs.

Also, through deportation, MS-13 has been capable of becoming the first real multi-national street gang. I swear, you might want to start actually reading up on the street ganggs before you sit there and claim they are completely ignored by the federal and state government.
