It's about time. 19 feet 9 inches is a layup.
Another foot doesn't seem like much, but its a step in the right direction.

The elite shooters won't be affected much because they often shoot from 2-3 feet behind the line anyway.

The way the game is now, athletic guys can go from the paint to block a 3 attempt in a step and a half. Remember Hakim Warrick at the end of the title game 4 years ago?
This will give good shooters more space and make double teams less on the perimeter less likely since they know they have more ground to make up, hopefully improving the offense's flow.
Especially in the Big 10. I don't know how those motherfuckers can play 48-46 games every night. As Bill Simmons said, watching a Big 10 game is like watching a WNBA game with dunking.

Exactly. This is great for good teams, who have better athletes and a better all-around game.

The "coaches behavior" rule will not affect d00k or UNC.

About 20 years. The line was officially adopted in 1986.
