Anybody know off hand what would be required to create a facebook application? Coding, legalities, etc.?

Ive been looking in to it... Doesnt seem that hard.

I added facebook login to my website last week, and it took a little while to figure out because the current documentation has much to be desired, but other than that, its actually pretty cool. I plan to use the built in application part of it soon as well.
