water/electric/gas are charged on usage...the only way to get that info even somewhat reliably is to get a past history from either the company or the person that lived there before you - even then it's based on the past person's usage...don't you have parents that pay bills?

cable - 40-45+
water/trash/sewer - 25-35
power - 50-200
