are you looking for a 49cc or below? (do you need to be able to operate with no license?)

Second vote for Kymco for a cheap new scooter - if you're going for <50cc make sure you get a 2 stroke engine so you'll actually move. The Yamaha Vino is a good choice as well.

On the other hand you should be able to find a used Vespa ET2 (49cc 2 stroke) for about the same price, and it has its own character and will hit 45 in stock form. Also, they have a great support community.

Ones to avoid unless you just really like the image for some reason:
Honda Metropolitan / Metro II
Vespa LX50

Both are 4 stroke 50's and are pretty much unusably slow in NC city traffic (where you have to go more than 35mph)

Are scooters stable enough to handle 70+ mph? I think I'd shit my pants...

Two answers to the stability q

The Kymco People series is a big wheel (16") scooter with engines ranging from 50-250cc - that's probably the most stable way to go, but the big wheels do limit the storage, cutting the glove box and pet carrier spaces.

Also, Piaggio has a 150cc in the small Vespa chassis that will edge 70 - probably their most popular scooter in this country - on a long downhill the 50cc has hit 50 and is very stable.
