^it takes one or two impact players in Bball to be competitive, but many more for a competitive football team.

^Are you kidding me? It's tough for any era to top the 1980s in low admissions standards.
The only requirement that I can specifically think of that went "down" was the adoption of the sliding scale that effectively eliminated the minimum SAT. About 3-4 years ago the NCAA eliminated the minimum SAT in favor of a sliding scale which allows very low SAT scores if the student has a very high GPA.
