Because it's freaking cold out and it was hungry and if it had had a collar i would have just called up the owner or done that.

If it's at your door on the second floor, it very well may belong to someone in your building or complex. Back when we lived in a 2nd floor apartment, my cat slipped out the front door that someone hadn't shut tight and we found him up stairs visiting the neighbors.

I just can't see some random house cat deciding to check out any more than the ground level of an apartment building.

Owner was found! he was in the complex and saw one of our signs! yay!

and for the record- it's actually seriously good we found him and got his owner to him soon- cat is a diabetic as it turns out.
