1. We claim that torture is okay if we're responding to an imminent threat like a nuclear bomb.

2. The Japanese tortured Americans by waterboarding them during World War 2.

3. We dropped two nukes in Japan and had more to drop.

4. We hung the Japanese for these crimes.

but i will add that appropriate clearance is not the only requirement for access to any given classified material.
