I'm looking for a way to just add specific color to a black and white photograph. For example, its a black and white photo where I just want to color the tie.

yes. create a new, blank layer. pick the color you want to use, paint the tie that color, then change the blending mode of the new layer to multiply or overlay, depending on what you want. You may also need to play with the layer opacity. Shouldn't take more than a few minutes to do it. What you may want to do is fill the whole layer in that color, add a layer mask, then mask the parts you don't want (or, after creating the mask, hit ctrl + I to invert the mask and then paint with white the area you want to show the color).

^ that's basically it axl. the painting can be hard, and tedious. if you're looking for a quick job, you can always try the magic wand selector to grab parts of the tie, and then fill those selections in the new layer and continue with stowaway's steps
