does that mean they decide the punishment too? like they can say they are punishing athletes but still play in bowl games and the ncaa tournament (LOL YEAH RIGHT LIKE THEY'D MAKE IT)

I think the idea is the ncaa will see them as proactive and hopefully not impose additional sanctions...but it's not guaranteed.

This shit is a non-issue. It's no different than anything that happens with groups of friends in engineering, or frats, or shit, this message board. If a professor doesn't change his test for years you can expect that lots, and lots of people (remember, this wasn't just football players or even just athletes doing this) will have old tests and the answers.
