Is there any way with windows server 2003 to do the following:
give port 15044 UDP 30KBps traffic upstream priority OR give a static ip address range the same 30KBps traffic upstream priority OR give each separate static ip address XKBps traffic upstream priority
I do not want to have to buy any additional hardware/software to do this.

Have you checked out the built in QoS packet scheduler?

wut: in this case, the server is the router.

You can shape those packets in the infrastructure ingress from the server.
You do know you can do things by port in routers too right?
Im no QoS guru but Im sure I can find you examples if needed
