I have a German Shepherd that is attacked trained and I have never utilized, or even heard of tactics like those.

If you or I did that it would be called assaulting an officer. In most legal instances a K-9 is considered a LEO for prosecutorial purposes.

I tell you what, the Highway Patrol has really gotten quite a lot of unpleasant publicity lately. I think it's great to see this kind of behavior exposed to the public. Most cops are good people, but there is also a disturbingly high percentage of grade a shitheads among them as well.
