Anyone work with this?

I'm trying to create a new language in R6.18 and am having trouble getting started. I have some basic instructions that one of our developers wrote down before he transfered jobs, but i'm a bit confused.

I doubt anyone actually uses this archaic piece of Lotus Notes software, but it'd be appreciated...
