i shall study geotechnical engineering and i don't speak another language.

give me any and all advice.

ah shit, good question, i'm still undecided.

i need to get together w/ some practicing engineers and find out if a phd is worth it at all.

sweden has quite a few english-language masters' programs, all tuition free

canada has programs at several schools where international students pay the same tuition as canadian students or qualify for automatic scholarships

Im currently finishing up a Masters degree in Sweden and what ^ says is generally true. There are tons of programs available exclusively in english so you shouldnt have a problem finding something for you. Right now, tuition is entirely free for everyone but there have been rumors of the government starting to charge non-EU citizens as early as January, 2009. Check out http://www.studyinsweden.se if youre interested. Its a site created by the government to make it easy for foreign students to gather information and apply to Swedish Universities. In just a quick search there i found that a M.Sc. program in Mining and Geotechnical Engineering is offered at Lulea University (f*ing far north).
