Should the classes that I took as a previous grad student at NC State transfer to a new program at NC state?

The answer to that question is entirely at the discretion of registration and records (and their rules on such things) and your department. Grad classes have to be applicable to your program and approved by your committee/adviser to count towards anything.

Relevant Questions:
Did you leave grad school? If so, for how long?
Have those previous credits been counted in anyway towards a previously earned degree or certificate?

yes i did leave grad school 2 years back, and no they have not been counted towards another degree.

Assuming the credits are relevant to your current program, they should* count. Credits have an expiration date, but I'm sure it's much longer than two years.
