MA225 (002) for the fall had listed Franke as the instructor, which now lists MFENN. I'm not seeing a Fenn listed on the Math department's website, nor getting any positive google hits.

Curious if anyone knows anything about him or her.

Sounds like a TA or a temporary instructor.

A TA. The Math Department loves to switch professors around about 10 days before classes

It's not a TA. It's a hired instructor. Hence the title: Teaching Asst Professor. That means they were most likely hired to teach for a semester or two because the math department is short on personnel. The contract will most likely be for teaching only for a short term period with no advising, no research, and, obviously, no tenure. Candidates for these positions usually have a PhD.
