it's DSL
any provider can use the pstn to provide dsl as long as they pay subsidy fees, it's the law

i called em up as their website's ordering system was not working right for me
as I suspected they don't offer dsl to areas where ATT is the incumbent LEC (which is pretty much all of raleigh/cary). In the raleigh area they do have service at apartment complexes/developments where they got a deal with the landlord. I asked her for a list and this is what she said they serve for raleigh area:
