This is what happens when you build things below sea level in an area that is prone to being hit by tropical storms. Not such a big deal for say... the Netherlands, but it is problematic when hurricanes blow through yearly.

They should never have rebuilt it to begin with. If it gets fucked again they definitely should not. The residential portions anyway.
