I went and bought moving supplies: boxes / tape whatnot and used my Home Depot gift card.

While I was at the register, I wanted to cash in a few coins from my desk into bills (nothing outrageous, like turning 16 quarters into four bucks), and the lady behind the register stared at me like I was from another planet.

I asked her to please turn my coins into bills, and she said it was not company policy to do that.

Is this normal?

Because the cash register did not open for the gift card transaction, it would have required an override to open the register to change out your money. Same goes at customer service. Most places will change out your money if they have the cash in the register to do it as long as a cash transaction is involved.

maybe you could just do that like normal people and go the dollar store to get a box of coin rolls and take them to the bank or use them like regular currency instead of making other people do your work for you
