Is that something like the DMV where they're printed at the local office, or should I expect to wait for the gov't to mail it to me?

I gotta get a replacement, and should have done so before now, and I need it on Monday

They give you a print out that confirms your number, but they send the actual card through the mail. It took about a week for mine to arrive.

Is it for a job? If you have a passport that's an acceptable substitute.

Nah, for fingerprinting/FBI background check so I can badged to walk behind security at the airport for some volunteer work

My passport is looooooooooooooong expired. The picture on it is me at 12.

All they need is something preprinted, not by you, with both your name and SSN on it, so even a pay stub with my name and social would have worked.
