I feel like the economic situation in pre-WWII Germany was brought on by the Versailles Treaty and the winning powers of WWI should have anticipated the reaction that Germany would eventually take. Their unpreparedness exacerbated the damage done and therefore more of the reconstruction costs of their territories should have been covered by their own economies rather than by the US predominately.
