^ false. sometimes outbreaks don't have any blisters at all.

However, typically the first outbreak will generate a blister or cluster of blisters on the tip or shaft of the penis. It is VERY VERY rare to have an outbreak on your scrotum and scrotum only.

it's not pleasant to cut off a chunk of sack skin
