Ok, I am now old, I am paying attention to coupons... how does this double coupon shit work?

I usually shop at Kroger or Publix and they both say that they "double up to 50 cents"

does that mean if you have a $0.40 cent coupon it will be doubled to $0.80 cents?

or that the total amount after the doubling maxes out at $0.50
