Speed tests give varying results between 15 and 20 Mbps download (only 500kbps up). I don't know if I'm ready to believe it. Where can I download a large file that has that much upload bandwidth?

I could see that being true, considering they probably have under-utilized node capacity, because of the small population.

^ standard RR speeds are like 7Mbps.

I don't know about the burst speed argument because it's sustained for the entirety of the 10 MB test download.



Speedtest hovers at around 20Mbps but pauses in the middle of the download. I think the server's too bogged down right now.

Speedtest is still over 10 Mbit while downloading an ISO at 1 megabyte (8mbit) / sec. There's just that much bandwidth.
