95 legacy with 2.2 boxer4 160k

Sometimes it is hard to start, just have to wind the shit out of it and it will start, acting like it isnt getting enough gas. it will slowly get up to idle speed( acting like a cold carb motor thats too rich), then I can smack the accelerator and it will rev just fine. It does not do this every time, sometimes after short trips and sometimes after long trips. when it does get running, its fine. I have replaced the fuel pump with a good used one just to check it, and it still does it. I can also cycle the key to on, hear the pump come on, then turn it off and back on and then start, and it is still slow to start. I am thinkng I need a fuel pressure regluator ( $160) what say you, TWW?

I replaced it first thing. its on the side of the engine bay, right on top. damn i love some Japanese engineering.
