I have bought Velcro at Lowes before, but it wasn't exactly what I would call Heavy Duty. What are you wanting to use it for?

get double headed hook from mcmaster if you really need strong stuffthe only down side is the number of times you can open and close it is reduced to about 100 times

depending on how much you need....they sell some heavy duty shit at radio shack. a little strip of that will hold a lot of weight.

depends on what you intend to use it for and how much weight. I've rigged some tradeshows before using industrial strength velcro tape and holy shit, that stuff is sweet. They are like 3" wide and easily hold 200lbs with no sweet. I think we got it from some online supply company. I think quill?
