Is it actually collapsing or are some of those positions just getting filled? I mean I guess it would be nice to show growth, but hey, it's a recession. Companies want new clients, not new employees right now. ^my thoughts exactly. Either freezes or massive layoffs with almost no job openings.

I just don't get the focus on IT... Is that category supposed to encompass any person working with technology, including those who are developing servers and the like?

yes, IT generally refers to people working in electronics, communications and software fields. Basically jobs that EEs, CpEs, and CSCs do.
It's not the same as when you're in a company and say "I'm going to call IT to get help installing this new program"

actually - just go straight to the report, and you can see the jobs that are under discussion. I may have overstated what I've heard IT refer to in the past (because, to a certain extent, almost all semi-conductor work could be considered "information technology") http://www.nctechnology.org/news/files/IT_Job_Trends_Reports/it_jobs_feb_09.pdf Their tables do look to be very software-centric and IT Support, but also include "hardware engineering", which i guess may be server setup and stuff, but I geuss not component or hardware design.
