My monitor won't ever go into powersave mode, it just sits on the screensaver forever. I have checked the settings and screensaver comes on at 7 minutes and then powersaver is supposed to activate at 15 minutes. Any ideas on why this is happening and/or how to fix it?

how old is your monitor? how old is your computer? are either old enough to not support ACPI?

Like 2 years old for both. It used to do it, its just in the last week that it stopped.

If it is actually something wrong with your monitor and not just a software setting somewhere you could buy something like this rather than a new monitor:

For that you could also plug in other devices you wanted to turn off. Maybe your printer or something?
