but my car is registered in VA, where I lived for 2 years working

i've read that in order to get my car registered in NC, I need the title. Well I am on a Ford Credit payment plan from when I bought the car 2 years ago. I believe Ford sent the VA DMV the title back then.

Who usually has the title to the car up until it's fully paid off? and how does one typically get a hold of it to take to the NC DMV for the car to become registered in NC

btw, it is usually pretty slow before 11am at the license plate office
